Biosis staff have been appointed as Subject Matter Experts (SMEs) for the Planning and Environment Services Support Panel for Transport for New South Wales (TfNSW). The panel was established by TfNSW to provide support regarding statutory obligations and approvals processes. In the developmental phase of a project SMEs would supply planning advice to TfNSW and during the delivery phase of projects SMEs would undertake collaborative environmental inspections and work with project teams to achieve sustainability targets. Biosis has been appointed in the following roles:
Subject Matter Expert – Ecology (Jane Murray)
Jane is the manager of our Sydney office and has over 11 years experience working in the environmental field gaining experience on various rail, road, defence, mining and power projects across a range of key areas. She is highly experienced in biophysical and condition based botanical assessments, ecological constraints assessments, targeted threatened species searches and assessments of significance, noxious weed assessments, species recovery planning, Commonwealth (EPBC) referrals, facilitation of conservation offset arrangements, NSW OEH and Commonwealth (DoE) negotiations, application of BioBanking Assessment Methodology and rehabilitation resource auditing. In addition, Jane has also participated in scientific advisory panels and consulted with communities, stakeholders, students, councillors and colleagues for ecologically robust project outcomes.
Subject Matter Expert – Ecology (Nathan Garvey)
Nathan is the manager of our Wollongong office and has over ten years experience working in the environmental field with strong expertise in large scale infrastructure projects such as road developments, rail developments, gas pipelines and gas-fired power stations, wind farms, energy infrastructure, and extractive industries. Nathan has completed referrals and negotiated outcomes under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act), Species Impact Statements (SIS) under the NSW Threatened Species Conservation Act 1995 (TSC Act) and has been involved in a wide variety of projects, from Review of Environmental Factors (REF) under Part 5 of the NSW Environmental Planning and Assessment Act 1979 (EP&A Act), to applications under Part 4 of the EP&A Act. He is well versed in the use of offsets and compensatory habitat, including state and commonwealth requirements and is an accredited BioBanking assessor with several negotiated outcomes under his belt.
Subject Matter Expert – Heritage and Archaeology (Lyn O’Brien)
Lyn O’Brien is the manager of our Canberra office and has worked as a consultant in archaeology for over 12 years, project managing and conducting numerous field surveys, excavations and reports during that time. Lyn also has experience in historical archaeology, including survey and excavation. Working throughout NSW with specific expertise in the Hunter Valley, South NSW Coast, Perisher, Goulburn region, Wollongong, Namadgi National Park and the ACT Region, including numerous locations around Canberra. Lyn is a highly experienced consultant well practiced in working with Indigenous and other community stakeholder organisations.
The objective of the Panel is to greatly improve the efficiency of engaging resources, provide support to TFNSW and spare industry the considerable time and expense of submitting tender bids for each individual engagement.
